But the devil saw there was less revenue for him from man conserving water... and the devil raised the usage gallon rate and user fees, twisted numbers, and man paid more for less usage.''

Obviously I took literary license above, but it has become a deception that conserving energy and reducing usage saves the consumer money. The latest questionable program may be the Smart Grid program recently instituted to conserve electricity with promises to consumers of savings from being energy diligent.
